I don't know whether to judge Penny harshly here or not. I have a lukewarm relationship with her, though I think she does shine in her friendship with Sheldon Cooper. Nor do I have any real objection to Priya Koothrappali. It's a complex issue.
She saw that Leonard had little trouble attracting good looking women to the point that the other guys gave him a nickname for being the only one who could get a woman without really trying.. Priya was utterly drop dead gorgeous, then there was the other Physicist played by Sarah Gilbert.... and a few others.. she saw and knew that Leonard would have zero problem replacing her so she knew she had her work cut out for her.
I think the best was the girl in the comic book store who he screwed up with; she shared the same interests and seemed very genuine. The other girls always had some issue; Priya couldn’t be honest with her parents (and ended up cheating), Alex was hitting on him while he was with Penny (which questions her integrity; also, she ended up hating Sheldon), Stephanie moved in and changed things without talking about it, and Penny was a bully sometimes. No ones perfect though and he resolved his issues with Penny and Stephanie (except for whatever mysterious thing broke them up, probably Sheldon) so who knows if anything would’ve come up with the comic book store girl if he went steady with her.
