Yeeeep, apparently, due to relativity, if you fall into a black hole and look outwards, you would see the death of the universe, while everyone else would see you be frozen in time, until everything dies
Interesting theory, however time dilation due to gravity actually works the other way around. In greater gravitational wells, the time that one would observe looking out beyond the well is faster than the time for that observer. Similarly, observers on the outside would see those inside moving very slowly by comparison to themselves. Thus, it is very unlikely that Sigma went insane because of the time dilation caused by the black hole. I’d say it’s more likely that Sigma went mad due to the effect of spaghettification on his brain. We see in his origin story trailer him with the black hole and, as the scene progresses, there is a very minute shift in the shape and position of his head. He is, logically, being pulled in towards the black hole. But the parts of him closer to the black hole experience the pull far greater than just slightly further away, as is the conceptual basis of spaghettification. With how long he was exposed, the difference in pull wasn’t enough to pull him fully apart, but I think it’s fair to say that it pulled his brain apart enough to cause major psychological damage, especially given the fragility of the brain. Numerous other explanations could also be given as to how the black hole caused him insanity. For example, similar to what you said, maybe he watched the universe end and be reborn from the cold loneliness of the gravitational well.
I like to think Sigma isn't fully insane but a mix enlightened and insane. Some stuff he says make it seem like an odd situation. Like he saw cthulhu in the blackhole and it gave him a more enlightened sense but also keeping him mad. Perhaps he saw the iris. It truly seems like some mystical power and Sigma said he has met it. The only real instance of him saying yes, supernatural being or entities exist.
I don't think he went mad. I think, in that brief moment, he gained an understanding of the universe that we aren't meant to be able to comprehend. I think, in that moment, he could comprehend that. Then, after that moment, he still had the knowledge but he could not comprehend it anymore.

Sigma in OW1 had two personalities, one naive and good, the other cold and calculating, neither being aware of the other's actions. Sigma in OW2 has three personalities, the third one is a mix of both and aware of himself. Despite the cold and calculating Sigma being clearly evil, the mixed personality is not. This might be the true Sigma.
Reminds me of Faust from the guilty gear series. He’s a doctor with 3 personalities all stretching from trauma based on not being able to save one of his patients (a child) from people trying to kill her. There’s the “good” personality which reflects his want and need to help other people as a doctor; his “bad” side which reflects the psychopathic tendencies he gained from hunting down the people behind the child’s death; and the “mixed” personality reflecting how while he still follows the two extremes of his other personalities, he was aware of everything the entire time and has acclimated to the two. His theme in Guilty Gear Strive reflects this perfectly in the line “we’ve got only one sky; Blue, Red, and Black paranoia;… No one can see the colours but you”. The song itself is called “Alone Infection” in case you want to listen to it
His story honestly makes me think of a character that's unknowingly in waiting to be the biggest threat. I love those characters because they can take a backseat to a story only for the right moment where everything lines up and they become the biggest force to be reckoned with.
I remember seeing the cinematic for this when it was posted and they implied Talon’s involvement rather than making it clear by using the in-game sounds you hear from Reaper and Widowmaker’s footsteps for example and people in the comments were analyzing it so well to figure it out before more lore was revealed.

My personal theory is that the music he’s hearing is the resonance theory in which everything in the universe vibrates at a certain frequency and sigma can hear it. His split personality might be like d4c from jojo where different sigmas from other universes merged with him. Look into sacred geometry if you want to learn more about what sigma is seeing

Just a reference almost everybody knows, Sigma's name, De Kuiper, is actually a reference to the great astronomer Gerald Peter Kuiper. The one wich name is in the Kuiper Belt (like a belt of asteroids but with comets), even tho he did not discovered.
If I remember correctly gravity has an effect on both direction and time, if you were to pass through the event horizon of a black hole and live every direction would become "down" so no matter where you moved you would always move closer to the core of the black hole, even if you moved in the opposite direction you were just moving in. In addition the closer you are to a black hole the slower time moves for you and time and space effect each other. So there's the real potential that he experienced frozen time and direction shift simultaneously unprotected. Also based on the animation it seems like something quantum occurred with at least two instances of himself existing simultaneously occupying the exact same place in space.
