Firstly,this clip is on youtube for over last 10 months, so ,for sure, it doesn't belong to the rehearsals of 73rd republic day this year.
Secondly, the naval officers are clearly relaxing/enjoying a bit through music during the rehearsal time,just like any other human being. There's nothing wrong with that.
