Basically what happened was a computer ran most every scenario and hands dealt to determine the best possible choices you should choose based on which cards you have showing and which cards the dealer has showing. (An example would be If you have an Ace and a 3, If the dealer had a 5 or a 6 showing, you would double down. If anything else you'd just hit. What Chris is referring to is a "hard" number. If lets say both your cards came out to 13, you would stay if the dealer had anything 2-6.
