The reason not to shoot would be the murder charge the guard would be slapped with if he shot Ian Malcolm. Ian was a famous public figure in the films. It wasn't the police either, they were private security guards for the facility.
I think this because of 2 reason: 1.The movie has more animatronics and was a mix of CGI and animatronics as the first JW movie 2.The movie has more night scene as the first JW movie. CGI looks better in night scenes as by day scenes.
I still think it would've been better if they stuck to the script and it was a cat that had been eaten by the juvenile. This scene should've never happened.
While I often consider JP3 better than TLW in certain aspects I cant deny the higher points of this movie I.E. Jeff Goldblum, Rexs' attacking the trailers, Long Grass and the ending fight with raptors. But especially this scene was bonkers and amazing

I like both the Godzilla franchise and Jurassic Park franchise since I was toddler and younger ages in 2000s era after I was born on September 23rd, 1997.
You have to admire the tiny details. When the T-Rex bursts out of the hatch, there's dust and dirt flying off the covers. When the people run away, @00:44, one of the officers trips, falls, and rolls into the water. His buddy beside him also falls, but stays on the pier. He curls up into a ball and the T-Rex steps over him. @2:50 the T-Rex is dribbling an imaginary ball while crossing the court. You can also see the T-Rex's reflection in the pool water.
Maybe they just ignored that detail as an excuse to have a scare scene involving the T. rex in someone’s backyard. I mean, it was so effective that most members of the boomer generation like my parents are always afraid of a Tyrannosaurus waking into THEIR backyard!

Interesting thing to point out. The first harbor patrol officer/security officer, around 1 minute in, while running away from the Buck Rex started limping before the dinosaur came into the shot and still tried to run like hell. Most like he pulled a ham string, or worst-case scenario (and I'm hoping it wasn't), snapped his Achillies tendent. That goes to show you how some actors really wanted movies to be convincing back in those days.
