That's a good question. I think I'd start off with the collar a separate piece, because you're going to have to cut it out on it's own from the cape any way when you are cutting your fabric. Then once you get it on your figure, if you don't like the look of it loose, you can always decide then to sew or glue it to the rest of the cloak.
I just cut a hole in the hood of the black series commander first order snow trooper and used that cape for my task master, but I might replace it with one from this tutorial.
I don't have a Raven figure so I can't give you any measurements that would work, but you could try starting off with a square of fabric and gather it up at her shoulders until it's the right volume of material for her look. Then take the fabric off her, measure it, and use those measurements for the fabric before you follow the rest of my guide to put the wire on the outer edge. If you don't want so much material on her shoulders, you could trim the top corners of the square of fabric to be more of a triangle with a flattened top.

I don't think I'll have time for a tutorial, but I can explain to you how I would approach a battle damaged cape. I think I'd start by only putting the wire in the two sides of the cape. Then you can cut the bottom edge of the cape jagged with scissors. Then add some paint in the color of your choice for dirt or burn damage and apply that in certain areas. You could also cut some holes in the cape with scissors.
I have a little 2" Mario that I bought from the Wal-mart check out line. He's pre-posed so I can't make the cape wrap around his neck, and would rather not anyway. So I'm going to take 3x1mm magnets to make it detachable. I'll send pictures when I'm done with that, as well as Scorpion's spear. I send pictures on social media, right?

Batman would be a lot tougher to make a cape for because of the scalloped edges on the bottom of his cape. I haven't tried it myself, but you may still be able to get the wire through those curves at the bottom of the cape if you leave enough room between where you sew along the bottom (after flipping the cape right side out) and the edge of the cape.

I’ll try with a 1/4 batman (1989) is model kit and the cape is worst than a card board, but I’ll try using a fabric that looks like leather

Hmm...I think I would try sculpting it with a 2 part epoxy clay.

It depends on what type of cloth you use, but I believe with that small of scale, the collar will likely just stand up on its own.
