Citizens would rather take the jobs than have illegals come in and take the jobs.
You can get a holiday working visa, i got one to do my internship in Korea. The issue i think is because working visas are given only once, this is why they advise you to work for money when on a working holiday visa and it lasts a year (mine was). These ppl have taken a tourist visa because it’s easy to obtain, you don’t have to find a job before obtaining the visa that’s why they take it and lie. Also while getting a working visa you need proof of funds, proof of the job you’re going to do which most of these liars don’t have , the look for a job like on the spot.
All countries have similar systems for people entering a country.

She had diseased fruit and knows the rules since she has been to Australia before. Not arbitrary at all.
