Well yes he didn't send them to pass, but he hasn't taught them anything to suggest they would have an easy time passing, he was leaving a lot to luck, and the chunin exams isn't safer than say an e rank or d rank mission where they can gain more experience

He didn't teach Sakura bobkiss. He definitely failed her
To be fair, he did teach her how to break genjutsu, but that's not much
