Any place where there’s racer wire around the wall is like a jail and indicates bad neighborhood..
we don’t do that in the USA .. they do put iron bars on the windows in bad neighborhoods
I personally know the neighborhood and it is not a bad one.
This is a upper middle class neighborhood. It is very common to have these barbed wires, even in the high income neighborhoods. Other countries do not need to conform to US norms.
