There is a script which brings the comm menu letting you call artillery support using MGRS co-ordinates. That artillery can be regular artillery, MLRS rockets, or even naval fire. Normally in DCS artillery can only be set to fire within the mission editor are a specific point and cannot be controlled.

The skill level affects the time....but I think 90 is the highest skill/fastest

You can use the comms menu to put in mgrs coordinates for artillery strikes.
