The other peg hole in the Grand Slam backpack is for the gun. There is a peg on the side of the gun for storage. Also, I think you had the backpack upside down on the figure. The weapon with Gen. Hawk is PSG1, a precision rifle for marksman based on the H&K G-3, but for some reason Hasbro molde it without the scope.
