It seems section 4 is not up to the IELTS test section, as there is no clarity in the person's voice and he is speaking too fast and does not pronounce many words correctly.

I think Question 31 answer could have been “owned” too… it’s said Owned and operated by government.
Similarly question 32… commercial.
Then there’s spelling with Kingdom and Disrepair
