I put my money on him really being open to driving for an extremely unreasonable amount of time and mileage just to provide burgers to a child in dire need of a burger. Why else would he drive all that way to meet an extremely vulnerable and small 13 year old that would be utterly defenseless if she were ever to be physically assaulted by a sick and twisted individual that gets bricked up on having complete and total power and control over someone who cant do anything about it. He just wanted to buy her a burger, man.
My moms boyfriend was a pred… I was 7 the first time it happen. I had my first “client” when I was 8. These type of people RUINED my childhood. I am thankful I was able to run away, recover and now I have a beautiful family, married, a child, in school, etc. So many people are unable to recover from these types of childhoods and end up addicted to drugz, hyper sexuality and many end up being predators themselves.
It's a position of power that is exceptionally easy for anyone whose not completely unstable to access, that specifically comes immunity or special privileges for most legal issues.
I constantly tell all the younger people in my family if they feel unsafe or if an older person is making them uncomfortable it is okay to tell that person to leave them alone and if they don't, find a trusted adult or ME and I'll handle it. Too many predators who skate by as looking like even loved ones...
I'd go one step further by telling the kids to let you or another trusted adult know immediately, whether or not the person continues their disgusting behavior. It's great that you are there for those kids, they all need at least one trusted adult to be able to turn to!
If you contact Chris Hanson, I'm sure he'd be down to do an interview with you. You guys could even watch one of the episodes with him and have him provide commentary.

Our system needs a overhaul because the abused will grow up to abuse others. When you catch the predators you take them off the street for awhile, but eventually they get out and do it all over again. We need to figure out a way to actually help heal these people otherwise the cycle will never stop. About a week ago you addresses how nuanced this issue is and I wanted to thank you all for doing so. This is the type of conversation we need to be having.
