Don't conflate winding resistance strictly as turns ratio. If the primary is wound closest to the core, then even in a 1:1 turns ratio transformer the secondary must have a slightly higher resistance as the same number of turns must go around the greater diameter of the core wrapped by the primary. This can be avoided by sectioning the windings side-by-side as neighbors around the core, though even then each additional turn has slightly more DC resistance as more turns are applied. Center tapped windings can also have slightly unequal resistance for this same reason. Deducing the primary through the slight difference in resistance is beneficial, because driving the winding closest to the core will provide the best magnetic coupling to the other winding(s) wrapped around it.
you're right was not loaded at 600ohms. The transformer reactance is not flat with frequency so will still have some bumps. but not as bad as I show here

it is resonating with the capacitance of your probe+scope input. It is not terminated properly as intended to be.

1. Not a Bode plot (phase is missing)
2. Is the xfmr terminated in 600 Ω (both ends)? That might explain wonky frequency response.
