Years ago I made similar gadget but in my case I drilled two holes in the base, then pushed the two metal stubs through, then welded it underneath so the base - top side - was perfectly flat. It was then clamped in a sturdy vice on my workbench and the results were/are the same as here but my effort was circa late 1970’s when the internet was but a string bag… :)

Hola señor..no soy hombre muy educado, trabajo solo tomando mi idea. Cuando doblamos la varilla, la mantenemos un poco más grande en el presupuesto y después de hacer un anillo, cortamos el sobrante. No conozco el cálculo correcto de hacer un anillo. Gracias😣👍🙏

Pi x D = circunferencia. Pues, si diametro es 35 centimetros, 3.14 x 35 = 109.9. Necesitas 109.9 centimetros varilla. Lo siento, hablo solo poquito espanol.
