Donna understood Harvey, Paula didn't or else she would not have gotten involved with Harvey and later tried to manipulate him with an ultimatum. When Donna and Harvey slept together and then he wanted her to come with him to the Firm, she wanted to try a relationship with him as she told Rachel but she said she knew he wasn't ready and if she would have pushed him they would not have worked. That's why Harvey later told Mike that out of everyone Donna gets him.
For a therapist, Paula does have a passive-aggressive attitude. Similar to when I have to explain why I was late with a HB text and I have to explain I kept thinking about it, event started texting but things just piled up.
Seasons 1-3 ... Great. 4-5...Good...6 + .... what's acting? Writers? Eh, they know how to type. How much drama do you want? Yes. All of the drama. Great show, but you can clearly see the difference between seasons.

I‘ve watched this show several times and I still don’t get why the writers put Harvey and Paula together. It makes no sense to me. The relationship started out of nowhere, there was no chemistry whatsoever, but one day he decides to show up at her door and ask her out. 😂
I felt exactly the same! After analyzing it, My only take is the complete lack of chemistry was intentional to further illustrate his love and chemistry with Donna. I hated watching him and Paula together but again I think that was the whole point.

I don't think a therapist should date a client, even a former client. These two just seem like an odd match anyway. I know therapist are people & they have their own personal stuff going on but this lady seems to have quiet a bit of emotional damage going on and I wouldve thought that a trained therapist would be more aware of their own stuff/triggers.
Scottie always wanted to change him. She was never satisfied, there was always something that had annoyed her about him. She didn’t get him! She knew in her heart that Donna was the one for Harvey, and she more less acknowledged that in the end. Also neither Paula nor Scottie, shared his sense of humour. Even when he was dating them, they never laughed together. Even at the worst of time he and Donna always managed to tease each other, and made each other laugh. Total soul mates.

She is a narcissist. In S5 when she was Harvey's therapist, most of the traits that indicate her as a narcissist appear
