You need to get to Rain Village in story mode to unlock the legend stages that contain the scrolls. Killing the enemies in Rain Village (Story, Infinite, Legend) also helps with your daily quest in "Events" wherein you have to kill 2500 ninjas to get 10 scrolls of each type.
I got Sasuke, but I’m still on virtual dungeon and without evolving him or mangakyo eye he’s pretty trash and it’s like how my supposed to get to rain village like that. I can’t even get past act 1 of a virtual dungeon. I also got Naruto which un evo it’s actually pretty decent but still Bruh it’s it’s difficult it’s difficult
