This is exactly how she would act. The quickest way is to check the wiki which specifically states she is quick to judge, difficult to convince her otherwise, even when there is evidence to the contrary and will see people as guilty. This is also only the second novel she appeared in so her character was being fleshed out. If anything she has changed and moved away from this, but this IS who she is. Finally, TSR really grabbed onto the Forgotten Realms as they were trying to remove Gygax (and Greyhawk) out and used FR for the replacement. Ed Greenwood didn’t have this all fleshed out and it was created at an impossible pace. This novel series was also pushing the world from 1E to 2E as they were getting rid of assassins in particular and redefining much of the material. In fact, if you look at the Hall of Heroes, pg 61, King Azoun is listed as a 20th level Cavalier - this is a 2E accessory where they have removed caveliers as a class, but he remains one due to TSR moving too fast and not correcting it. So at the end of the day, this is how Storm acted and was her personality at the time before Ed could come back and change it.
I like these series a lot, I read it novel, grapic novel and now audio book, new experiences all.

Storm would never have acted like that? This writer doesnt understand her character at all or some other disconnect is afoot.
Exactly what I thought the first time I read and now that I heard it in the audio book, it sounds worse still.
I thought the same. She would have wanted to learn what really happened to Elminster rather than looking to execute the first people she saw
Same dude
