I think because it was a little too left field for Riggins, even though it does match what I believe is his essence deep down. It was well spoken, eloquent, wise and mature. I have always felt at heart Riggins is that kind of old school noble sensible man, but mixed in with some wild youth. Watching that speach for the first time confirms it. Maybe the writers wanted to keep him mysterious and have him on the edge and keep it more subtle. His character had more development before being revealed as a mature, responsible, reformed man by the end of the series.
