As a 5'9" being able to get multiple 99s is wild... and you really don't need to be a Vet 2 to do it. However, having 10+ cap breakers like Solo just makes this build even more wild.

I feel like every 5'9" build is basically identical. High speed, 99 3, 95-99 handle, 94 swb, 92-99 perim d 91-99 steal
