- On April 25, 2023, at 1645 hours, deputies from the Monroe County Sheriff's Office were alerted via a Be-On-The-Lookout (BOLO) notice about a white van being operated erratically. The Key West Police Department had just reported the van as stolen. In response, the deputies initiated a vehicle pursuit and employed spike strips on three separate occasions in their efforts to stop the van.
CHARGES:
- Flee with Disregard of Safety to Persons or Prop
- Reckless Driving, 1st Offense
- DUI 4th or SUBSQ Offense
- Drive While License Suspended with Knowledge

That’s exactly why this was labeled as a California chase. Believe it or not all chases in California are like this. Lasting 4-5 hours sometimes it’s embarrassing.
The officers were so far behind, at one point, if that person, in the van, decided to ditch and run, he probably would have gotten away.

I'm surprised they actually asked him to get out of the vehicle rather than just sit there looking at the van saying to themselves, "I wonder what he wants to do next...." This just looks like some kind of boring, scripted TV show. You see some other departments, the stark contrast, "PIT" is utilized and the pursuit is over, Officers cautiously rush the vehicle, yank the suspect out and secure them in the cruiser. Here I'm surprised they didn't ask if he wanted to go to jail or to get some lunch first and talk about the incident....
These chases could end a whole lot quicker if we didn't micro manage a police chase like a Walmart hen and pecking order to see who is going to be the next revolving door assistant manager.

@@punapeter , that's just it there was no PIT in this case when IMO it could've/should've been done early on. They really are fortunate that this actually ended well. That pursuing Officer so distressed about the suspect hitting another motorist yet just kept following along like it was some kind of parade. I was expecting an Officer to step out there with a freaking butter knife trying to stab at the right rear wheel "C'mon boys if we can get it down to just 0.02 grams of rubber surely the suspect will stop!" rather than knock that $@#% off the road when the road was clear...

I have noticed that most chases in Florida when it comes to City Patrol they are really strict about pit maneuvers. I mean there will be a bunch of open space with no traffic around a perfect time to issue a pit maneuver and they don't. I don't understand why.

Performing a TVI on a van has a high probability of rollover and is very dangerous to the public, especially on roads like this. Its often considered deadly force.
For example, FHP policy explicitly says PITs should be avoided on large vehicles, vehicles with high centers of mass, and vehicles with flat tires- the van being all three- unless absolutely necessary.

I have literally watched Florida, Georgia and Arkansas HP, all three of them Pitt vans in the past. There's no policy against pitting vans, and either the course when it's taught or and SOPs for state agencies. In fact I've seen Florida PIT several Vans at high speeds, over 50 mph, and not one of them rolled 🙄
Also hitting vehicles with flat tires is 100% preferred actually because there's very little to no resistance to the sideways slide because they are on rims typically. 👍
And lastly larger vehicles, especially box type trucks are usually not pitted because of their sheer weight. Now U-Haul trucks are built on a lighter chassis and have a lighter constructed box and are frequently pitted.👍
Also I would recommend you do a little research on TH-cam and you can find examples that literally contradict every one of your statements.

Also the specific reason they did not PIT this van, which they should have done before they even did the second set of spikes, it's because 90% of the jurisdictions if not more prohibit the use of PIT maneuver.
The only agency that I know for a fact that are allowed to use that intervention is the Florida highway patrol. And even in their case they have to have permission from their command

Unless the use of deadly force is justified, members should avoid attempting the PIT on
1) Vehicles where “contact points” cannot be matched, such as, large, heavy vehicles.
2) Vehicles with a high center of gravity, including pickups and campers.
3) Vehicles known to be transporting hazardous materials.
4) Vehicles with flattened tires.
The vehicle clearly matched 3/4 of these conditions.
Additionally, part 16C states that
PIT will be performed at speeds consistent with training.
Which I know for a fact to be 35mph or less

The good people of Key West, not Florida. I was down there one time when there was a power shortage in the middle of day and I was so shocked when I saw that they were taking turns going thru the non working street light. The guy on the cross street to me was waving me on ! I live in Miami and after hurricanes whenever the lights dont work, it's every man for himself. The guys with the biggest vehicles will run thru the intersection and god help you if you try to go thru, they'll just run you down. These locals dont care about anybody but themselves and they have no sense of decency or manners . Key West, though, is like a different world. People are kind, and considerate. They are decent .

THey have policies plus agencies who has vehicles with no pushbar tend to never attempt to pit cars to stop them for obvious reasons. which is why they use the spikes.

That's the Monroe County Sheriff Department. For the Florida Keys, this was the crime of the century. Those guys are accustomed to drunks, skinny dippers, and speeders. Car chases don't really happen in the keys, because there's nowhere to go.

👻 🚘I love when everyone says they should have PIT. There are many reasons they probably didn't. In many cases, bureaucrats tie the LEOs hands and won't allow them. There are also departments that only have certain officers trained to perform one. Sometimes it has to do with the type of vehicle or specific reasons they can PIT. Unless you know the specific rules, then you don't know if any lf those things apply
The one that passed in a no passing zone, to put out the spike strip was a tvi registered vehicle.
A pit would have been within policy:
Chapter 032 A, Use of Firearms/Weapons During a Pursuit:
1. Deputies shall not shoot from or at a moving vehicle or use any device, chemical agent, or
technique that may incapacitate the driver of the suspect vehicle except under the following
circumstances:
a. As a last resort to prevent imminent death or serious physical injury to the deputy or other
person(s), OR
b. As a last resort to apprehend a suspect who has just committed a felony resulting in a
death or serious physical injury, and
c. There is a high probability of striking the intended object, without causing harm to innocent
persons.

So many comments about the officers being incompetent or timid or whatever for “allowing” this chase to carry on for so long. It’s their department policy that allowed it to carry on, not the individual officer. The micro management of the sergeant is to prevent his guys for being hung up with a policy violation. It’s frustrating as an audience but the department believes this to be the best course of action to prevent death or injury of everyone involved, suspect included.

Officers are allowed "discretion" in some circumstances but we know they don't make policy. So that "frustration" you mentioned really isn't directed at the Officers despite being worded that way. And given the "suspects" in the majority of cases, I'm not so "concerned" about their well-being as I am innocent civilians/Officers. I'm not so callous as to say, "I don't care that an 18 yr old suspect who stole some 'Dorito's and a soda' got 'scared' and ran from Police, was then pitted and the car flipped 7 times into a cornfield..." But the fact is, people who choose to run have put themselves and others at risk from the very instant they made the poor decision to run.

I think all the people complaining about this pursuit tactic are monday morning quarterbacks and armchair generals.
Because of the speeds of the pursuit and the fact that it was a van, there was a high probability of a rollover if a TVI was performed. On surface streets with a nonviolent offender, the risk to the officers and to the public is much higher than if they pursue him traditionally. Depending on county policy, a TVI in this situation could also be considered lethal force due to the high risk of great suspect injury. The suspects peaceable surrender is a bonus, but its important to remember the public's safety comes first, and sometimes that means dont PIT.
Everyone in these comment sections are always blood thirsty professionals who would recommend shooting someone over Jaywalking. They complain about endangering lives but then want LAPD to pit in heavy traffic. They're just criticizing everything even if it contradicts itself, that way they can feel smart; Something they don't get to feel very often.
