The ERA passed congress and was sent to the states in 1972 with a 7 year limit for the states to pass it, than congress gave it a 3 year extension to 1982. It did not garner the 38 states passing it required and thus died. The 27th amendment, originally written as one of the bill of rights but not passed at the time, had no time limit written into it. That's why it was able to be passed some 202 years after being passed by the US congress and sent to the states.
One thing that complicates it is that several of those states have since voted to withdraw their support for the ERA. It's a shame the President didn't weigh in three years ago so that state legislators, Congress, and the courts might have finalized the issue. Love him, but at this point he's only making a mess.
