Building new tram lines is more difficult for the following reasons: 1: It has to be planned, rebuilding tracks is easy because they can just redo what is already there, but when you do it for the first time you have to follow a plan instead. 2: When your city has more trams, it also has more tram related experts and specialised equipment. Building tram lines without this takes longer. 3: When building new tram lines, existing utilities and stuff inside the road has to be moved, something that has already been done for upgrades. 4: New tramlines need overhead wires, where tram track renewals rarely redo all of the overhead wiring, nor do they build the substations etc, that has already been done for renewals, but it has to be done the first time for new lines. But I do agree that it takes too long and should be done faster than what they are doing now.
Confusing editing. Day and night shots were all mixed up. Also difficult to comprehend what was being done. Some overhead shots especially at the beginning might have helped.

Our city runs on trams and without them we're fucked coz car traffic in the CBD is useless
