Harry Kane plays too deep most games. What is his position? Is he a centre forward? If he is a centre forward he needs to be more forward more of the game so he can be a focal point for crosses in the box yes than he is playing. It is not his job to be more of a defender than a forward.

There should be an in depth look at the quality of opposition for Southgate that has resulted to him getting deep in tournaments. You have to beat who you get drawn against but England are getting beat by 1st good team they get drawn against. Only big team I remember Southgates England beating were German at Euro 2020 and they were out of sorts
