Actually this happens as a Kid I always called it Sun Rain but it’s actually called a Sun shower. Basically it rains softly no wind barely any clouds and the sun is bright as ever.
I mean stop signs are sort of bedazzled, well modern ones they generally use a highly reflective paint for the different sections to make them almost luminescent at night.
