    ICTY failed to differentiate aggression from self defense, in the context of overt regional land grab and the indolent international political environment.

    I don't think this is a fair end to this impunity. Every single politician of that time is guilty. Milan Kucan, Franjo Tudjman and Alija Izetbegovic were guilty too, because they didn't care about unity within Yugoslavia, they only didn't want a serbian man ruling over the country, but I don't recall a single serbian man during Tito period or following Tito's death that complained a Croat (Tito was croat) ruling on the country for 40 years. So they started the nationalism awakening. Also Milosevic was nationalist and guilty as well, but he didn't want the country divided. Naser Oric and his men are bloody murderers as Arkan was. I feel like Serbia was and still is addressed as the bad guy of that infernal war, while in reality all of the countries had their own big part of responsibility.

      Yugoslavia was a U.S. ally. George HW Bush refused to support Yugoslavia at the end of the Cold War. The market socialist system they had transcended ethnicities. The moment this system was forced to end ethnic groups tried to gain power in the capitalist grab for resources.
      But the USA encouraged nationalisms as a bulwark against socialism throughout Eastern Europe. The USA as usual should be held accountable but they never will be.
      And much of this stems from ignorance of history as if magically they should become liberal capitalist republics. Centralized socialism was the closest they came to democracy in the first place as limited as it was.
      Extreme ethno-nationalism originated in Eastern Europe as a movement, so with the end of one system there is just going back to the late 19th century.
      This all just stems from US naïveté, ignorance and chauvinism.
