Although it is not required but it will be safe to get the permission of the govt before withdrawing the particular case. Section only ask for the consent of the court.

In ple bargaining one bargains with sentence, while in case of withdrawal one gets acquitted or discharged.plea bargaining is basically to allow the accused to plead his or her guilt and get the sentence remitted.
