Hong Kong was a British colony until 1997. I lived in Hong Kong for 6 years, and most people speak English there, with or without a thick accent. You can easily live there without speaking a word of Chinese or Cantonese. I'm French, and I learnt English in HK ;)
You'll be surprised, going to a bilingual/international school does help! Some of my friends went to bilingual/international schools and the majority of them got no accent! It all depends on the education and effort - and if they speak Eng most of the time in/out of school =]
im not suprised because he mention he went to american international school so its only natural his english is of that accent. because singapore is like that too. our main language is english. and singapore school teaches subjects in english but we also have those foreign international schools which expats usually go to but there are locals who study there as well. the accent of those who come from international school is def different than the public school main because their teachers are native and thier friends are mostly foreigners as well.
