The main advantages of boatlifts over locks seems to be faster, less water usage, and less energy usage. My first thought in this is that boat lifts seem to be a good solution to the Panama bottleneck, where the shortage of freshwater to fill the locks is slowing traffic considerably. Also, even when the water supply was not an issue, the locks greatly slowed Panama traffic. Being able to get ships up, over, and back down the mountains there with less water, time and energy sounds great. However, the lifts shown n this video handled river traffic. Clearly taking Panama Canal sized ocean-going ships up and down would require massive devices.
As you reference in your last sentence, the size difference isn't even close. The lift at three gorges has a capacity of 3,000 tons. Panamax ships have a cargo capacity of over 100,000 tons, and that isn't even taking into account the weight of the ship. So you would need a lift with over 50x the capacity of the three gorges lift. I bet material science would need a lot of progress before that would even be possible, let alone the financial feesibility of such a project.
I was hoping you were going to include the Falkirk Wheel. It isn't exactly a freight moving system since the canals in GB are mostly for pleasure craft now, but it is the coolest thing I've seen to move boats around.
As to the panama canal, they stupidily decided to use fresh water instead of the sea water to transport the ships -- because they're now short o fresh water due to the drought.
