Also I believe ground attack refers to how much damage a plane does against units on the ground when set to a Close Air Support order, so yes I think it would affect any plane capable of ground attack(tac bombers and cas bombers), but not boost strategic bombing capability.

Ground attack is for CAS. Medium planes actually good for CAS because of range and amount of ground attack.
