My point of view/ interpretation of H1GHR: as I've always interpreted it, it's a place that gives artists a platform, guidance to be better, grow and together take it h1ghr (lift people up, leveling up) So as I've seen it, especially with the people leaving (not only recently, but throughout its 5 years and counting - at one point, they had/have a Seattle roster) It has similar visions with AOMG and founded by Jay's vision, but that doesn't necessarily mean, that they are equivalent to each other.
Big Naughty has already clarified that H1GHR isn't dissolving. One thing Jay has really instilled in his people is that they're family regardless and I think because H1GHR is going through some changes with Jay stepping down, artists and producers stepping down, etc. this is their way of reminding fans that they're still H1GHR despite any changes.
