Still I consider this a really sad theme, letting you know that Richter absolutely does not enjoy such meaningless bloodshed unlike most of the other characters and only was forced to do so due to his implied military background. The music, similar to The Henchman's level, has a strong parallel to the rest of the soundtrack, telling you how he feels and its just downright tragic, realizing life is fragile and it gets easier killing other people the more he does it and its simply meaningless to him since he values his mother's life. If there's one thing I know, this is much more fitting for Richter than it is for Jake since this is the kind of music you'd listen to while you're (reluctantly) killing Russian mobsters.
I love richter’s character in relation to Jacket’s. In the first game, we’re shown that J is this unstoppable machine getting revenge for what Richter did. It’s interesting to portray Richter the way they did in Hotline 2 since nothing he does is any more justifiable than what Jacket does. I think Richter is a more skilled individual, and having a more complex motivation, almost to juxtapose him with Jacket.

Sounds like a perfect soundtrack for technology documentary on Discovery channel to me. Like some kind of montage of people building/repairing a base of a car or something similar.
For the previous songs and this, I thought of characters who would fit in each theme Richard (2) fits for a determined and upbeat person who is willing to do what is right to end meaningless bloodshed and protecting innocent people who are caught up in chaos. NARC fits for a reckless and short-tempered person who will use brutal violence on those who angered them and enjoys a challenge to test their strength. And then, The Rumble. Fitting for someone who was caught up in the violence and was just a normal citizen living life, very hesitant on committing bloodshed but determined to survive at any cost and have to make difficult decisions that is sometimes life or death.

No it would be the same. The Assault level where Richter was detained by the Miami police took place after Jacket escaped from the hospital. Before the escape, 2/3s of the game was recounting Jacket's missions before Richter shot him and sent him into a coma.
Richter has a very evil life you would think form the first game. But when you play as him in hotline Miami 2 you find about the death threats and his lit up car. You then feel REMORSE for richter as you wish you hadn’t finished him off in that police station. Then you get to this level and you understand richters sadness and he doesn’t want to kill but he’s forced to.
