I expect she could be a little bit more aerodynamic if she did something different with her hair, but not enough to make any noticeable difference on her times. For a very small percentage of the most elite black athletes/entertainers, they can carry themselves this way because they are at the pinnacle of their profession. The vast majority of people who act like this will not be a part of a productive society. Those who criticize this behavior simply want better for the individual, often times POC.
