It will not come on pocket edition since they are java mods and you cant mod bedrock/pocket edition? You need a computer and buy minecraft. Or pojav launcher and buy minecraft. Edit: You can just use TLauncher. Buy a PC.
It will not come on pocket edition/bedrock edition because mcpe uses another completely different language and they have no plans of making this supported on bedrock. There is no mods folder unless used android blocklauncher.

Available for both, if your pc uses English or other languages the UI will be English
That's Cantonese, not Mandarin. It's different dialects of Chinese.
