Hopefully they will get it together and they should bring a digger machine in to clean it out and the companies should have to file plans and check to see if they are in the sewer line area .and sign papers saying they will keep the man holes clear of debris

What you don't say is that the missing manhole covers are not available to you. You ask for missing covers to be replaced many times, but do they get replaced? If they had brought you covers this would not have happened.
Yes, you’re absolutely right. But right now, the lid couldn’t be placed because the manholes had to be repaired first, and the cover ring had to be installed before the lid could be put on.
The company that owns the tractor that did the work should be fined for doing this. Hope you get some help with this mess, it's not fair you have to do the same job twice😮
doubt the one who leveled it would care they can see its a sewer hole and still filled it again. our company would of billed the company who filled it in a second time and they would have no choice to pay
Yes, perhaps if the company had provided some cones, a caution board, or caution tape, this might not have happened. But even then, the tractor driver had eyes and acted carelessly.

Tractor driver should remove the soil as he used a tractor ( less work for you guys and easier) and should fine him all that work and he just covers it all and now the manhole is filled in.

Your company should get little flags made to mark the manholes when work is in progress or have cones
