この様な土石流が発生し易い場所には土砂を容易に下流へと流れさせない為のダム（砂防ダム）を作るのが日本では基本ですが、この動画の国では谷の上流にダムを作ってないかと（予算の関係上なのかそこまでの考えに至らなかったのかは不明）。
なので土石流が発生してもそれをある程度受け止めるダムが無い為、為す術なく被害を受ける事に。
これを機に災害は予め防ぐ手段を講じておくべき、との意味です。
