So for the second stage do I need to submit good standing from Karnataka or Oman. I don't think, Oman moh will reply for mails.

Yes u can. But now nmc processing is updated. in new system there is no option for good standing. Step will direct go to pcc option. Just check it when u do ur 2nd step

Please go to indian embassy and apply for indian pcc. Embassy send the enquiry to ur home police station which u mentioned. Police officers visit ur home and verify. With in 2 weeks u will get the pcc

The same happened in my case also. In 2nd stage, under the character section there was no option for good standing. Only PCC option is there.
