Lancaster isn't dangerous after dark or particularly dirty in central or the west end. Only in the south zones does it even begin to get seedy and dirty. The main problem with the city are the taxes which are too high, the roads which have giant holes in them, and the cost of a house here. This is coming from a local who grew up here and walks these streets daily.
