He's not a regular/normal animal like other animals in the series. He's a 'Heavenly Beast/Guardian' like the fire dragon mentioned in this clip. They both are intelligent but only the dragon is capable of talking.
I really like this anime except for the last few epi's. The anime suddenly shifted tone so much from just being a cute SoL anime. It was fun while it lasted but i am curious how Neema (the little girl) will deal with the stuff set in motion at the end of season 1. Lets hope season becomes a bit more SoL again^^.

i dropped this anime coz the lil girl came up with a very cruel plan against monsters that was narrated by the author as if its the kindest plan to put all intelligent monsters into a box to have a royal rumble style. rimuru build a nation of monsters but with the same setting, this cruel girl wanted to make a lockdown an area of monsters so that they would royal rumble with adventurers and knights visiting this area frequently so that one day the monsters would go extinct
