the weight of retained material(1641) has to increased, when dipped in water. but its weight decrease(2700) why?

I have one question if retaining on 19 mm more than 30%. Which standard we have to use? Because Astm D1557 is applicable only up to 30 %
More than 30% isn't allowed specification of sieve analysis as well
