The Visa Subclass 191 (Permanent Residence (Skilled Regional))is a permanent residency visa for individuals who have lived, worked, and studied in designated regional areas of Australia. It is available to those who hold an eligible regional provisional visa, 494, and meet the following criteria:

I'm just wondering whether the secondary applicant to the 494 (under the DAMA labour agreement pathway) can be the one that instead applies for the 191 as the primary applicant instead (or even the sole applicant) on the 191 visa application (for example if the primary applicant perhaps decides they no longer want to apply for PR, but the secondary applicant still wishes to)?
If so, what eligibility criteria applies to the 191 visa application (i.e. due to the fact that this person wasn’t subjected to needing to work, or needing to work for a specific employer, or needing to work in a specific occupation, or needing to earn a specific minimum salary etc.)?

f the main applicant satisfies the visa criteria, then the secondary applicant should satisfy the secondary applicant criteria. Without the main applicant there is no valid application. The only circumstances that they might be able to, if the main applicant dies or there is domestic violence involved.

Hi, as of today there is nothing that let us think that they will do it. But the department can be unpredictable and as we have seen for the SID, things can change quite quickly.
