24:48 the people walking on the train tracks are Malaysians who have been barred from leaving their country-usually due to financial/bankruptcy. They come to Singapore to work to earn money to pay off their bankruptcy, but they have to leave and enter their own country illegally, because otherwise they won't be allowed out. They are of no threat to Singapore as they usually hold valid work passes, like other Malaysians working here.
As a Canadian, your border force seems so much more professional than ours, if I even looked like I was trying what that angry guy was doing I would have been tased to death....
I rewind that segment several times to role-play what I should have done. As the frustrated traveler, I would complain about the jam, that the ICA officer is "wasting my time", or he is picking on me, I am being victimized. What should I do to calm down and don't say anything stupid despite my emotions. Then I learned how the ICA officers handled the rude guy without pushing and escalating the anger. I am learning everyday.
That because unfortunately he was a fellow citizen. Just imagine if he was a westerner or maybe a indian nationals who are famous for being incredibly arrogant our border patrol will escalate the case such that the police will probably file multiple charges on him and barred the foreigner from entering Singapore again. The extremely polite treatment was due to him being a fellow citizen. For foreigners we do have prejudice against some nationals and our patients can be drastically a lot lesser when dealing with such travellers
