This decentralized authority has the exact same powers as a centralized authority! the only difference is they make decisions democratically. They grant permission, can issue new coins, change protocol parameters, and perform other acts of monetary authority.
The only reason one would claim the superiority of a permissioned public ledger over a permissionless public ledger is the pathetic need for hierarchical control and power.
