When you tested this power supply, did you test the current protection? I saw in the video you had a discharge load. Did this power supply reduce the voltage when it was current limiting?
Nice review, I would like to see how does PSU behaves under different mains voltages and also if there is voltage spike upon turning on the unit just like issue with Rigol.
Hello, any idea if the output is isolated from mains input? The Owon manual does not specify anything about isolation. 300V will be hendy for making bipolar power supply.
Also electronic load you used is not good idea to use for any noise related measurements. You need high quality load, preferably just special very high wattage resistors, huge ones :-)
If he had measued the noise on a sensible output voltage instead of 0.97V it may of been an actually useful measuement. What he's done is no use at all.

Before OWON some guys made smaller switching PSU with similar screen and USB outputs (one even tunable!).
Had been called HR3006, I got mine for $66.

I bought this power supply. Intelligent cooling is not intelligent. Fan is still running and noisy. I am not satisfied.
