It is a crude version with less safety, don't use a smps power supply.Use a small transformer power supply and add a BC 547 transistor it will manage all safety concerns and even control a relay.Wire the relay in DOL starter mode .If you have ideas in electronics you can make water level sensor using reed switch and magnet at very low cost.

I made this circuit in my teenage (that days we never got appreciation only scolding) ,as an electronic hobbyist (30 years back) .I can explain the circuit briefly, an npn transistor (BC 547) connect it's emitter to negative of power supply ,base to a 10k (try 4.7k, 2.2k,1 k according to mineral ion content in water) resistor other end of resistor connect to tanks overflow level sensor by wire (finolex telephone wire, 2 pair or same) .Bottom level connect to positive of power supply by wire (pair of tele wire) ,collector of transistor connect to negative of 12v DC buzzer , it's positive is connect to positive of power supply.Tank level sensor made by a 20mm pvc pipe with a height of tank , two turn of tin (it will resist corrosion) coated bare copper wire (use the same Tele wire after removing the insulation) over the pipe for bottom level sensor and upper level sensor ,the wires from circuit connect to this .Use 6 0 6 500ma (or 0 /12) transformer, bridge rectifier and a 1000mfd capacitor as filter for power supply.Use three or for transistor(same circuit), replace buzzer with LED and 470 ohm resistor for showing different tank levels if you needed . When water reaches the upper level the transistor forward biased it conduct, buzzer will sound you can off the pump manually.Control the pump with relay use a BC 188(PNP) transistor (or SK 100 according to relay) it's base to collector of BC 547 ,emitter to positive ,collector to negative through a 9 v relay-dpdt - (use a 1N 4001 diode across the relay coil in reverse biase for transistor's protection) connect the emitter of 547 to negative biase to a 220k (try 1M,330k,470k)to positive also the base (BC 547)to upper level sensor of tank bottom level sensor to negative in this case through a low value 1k to 470ohm resistor .Relay's one set pole (N/O and common)for pump's phase control, next pole(N/O and common) to control transformer of power supply ,this same (N/O and common) point connect a 1 A push to on switch for start the pump. Press the push switch relay will activate the pump and power supply through relay, when water will touch the upper level sensor low resistance of water will reverse biase (please try 1M ,470k 330k instead the place of 220k to keep the forward biasing at a certain point) the BC 547 the relay denergised, also the power supply. The transformer, diode capacitor and resistors will protect you from any lethal voltage from water also you can add a glass fuse for power supply.E&O Expected.
