No way, I have almost every character. DLC or in-game, well, every character except for the Supreme Kai of Time and Beast Gohan, Piccolo (power awakening), and Orange Piccolo.

I think they’re gonna begin development on xv3 once dbs returns due to there being a lack of content aside from the movies which are already apart of XV2.

Only 113 character
The bare minimum that Budokai Tenkaichi 4 needs. BT4 will obviously have dlc. but xenoverse skips transformations. Tenkaichi 4 can't miss any except maybe Black Frieza and Ego Vegeta as dlc.
bare minimum 70 characters in this game, counting different forms as their own characters is bloating the count. It's like Gran Turismo 6 having the biggest car lost but having 30 R34s and Miatas. They need to go back to the OG style.
