Does this guy ever issue warnings? I've seen all the videos of him and he has ticketed every single driver he has pulled over. Seems a bit draconian. In Cops vs Bikers videos, most of the biker end up being let off with a warning.
The California Highway Patrol is the state's law enforcement agency. They have jurisdiction all over California - meaning you can be on the highway or get stopped by them on a city street. Formerly, they used to be the California State Police.
The CHP can patrol both, although I'm not exactly sure how different agencies work together with regards to boundaries & jurisdiction. Castro Valley seems like a small town in CA, so maybe there isn't as much going on, but out here in the LA/OC/IE in SoCal, the freeways are such a mess everyday, that very rarely do I ever see a CHP unit patrolling the city streets, unless they have taken a motorist off the freeway or are assisting with a TC at an intersection.
42mph in a 30mph zone, is simply too fast. And as far as the older gentleman goes, being 'confused' is how accidents happen. You have an obligation as a motorist to be aware of your surroundings. Nice looking CHP Ford Explorer & great video!!
It's ridiculous how egoistic people are. Going 42 on a 30mph zone IS fast. If we look at it percentage wise, she was going 40% over the speed limit. I always try to keep it under 10% over the speed limit--For example, if the speed limit is 55mph, I don't go above 61mph. On a 30mph zone, I would keep it under 33mph. How many speeding citations have I received in the past 10 years? Just one. You think going 55 on a 40mph is going to save you THAT much time? Do the math on a 10-mile trip. Follow the traffic laws and keep our roads safe, it really is not too much to ask!
Don't get your panties in a bunch. Everyone, at some point, will become too old to drive. When police officers encounter an old and/or confused driver, they can file a form with DMV to have them retested to make sure they are capable of driving safely. Did you not see that the driver made a turn into a pedestrian ramp? Would you feel better if the old guy ran over and child? Take your cop hatred and shove it, jerk.

David Linares the chp is like a California state trooper, so they have jurisdiction in the streets, especially smaller towns.
California Highway Patrol has Jurisdiction over any road in California, paved or not :)
