I am from Congo from tribe called banyamulenge (Tutsi) my clan is called abasinga in my language.I meet someone else from Uganda and she tald me that she was from clan called abasingo my quation is are we realated couse that weird coensidence

Abasinga is coalition of clans like abagahe, abarenge... interesting things about abasinga in Rwanda, many of the subclans of Abasinga are found in Ankole among Hima.
Hima clans like Abasingo and Abashambo are closely related to Abanyiginya clan from Rwanda because they all originated from Ndorwa_Mpororo and Nort West Tanzania. Abasingo/Aba Nyiginya/Aba Shambo are closely related to Abahinda from Ankole _Uganda, Burundi, and Tanzania.
Important:
Abasinga from Rwanda are not same as Abasinga from Uganda, they have same sounding clan name but they are 2 different ethnic group.
