@@TujAuS the Police has more number and they can set up ambushes with the coordination of helicopters. But after Mondo switched sides, they lost a lot of firepower with no Tororo and Nenemaru on heli and no Neru on support weakened them further. Doi set up more gangs this time and expected them to start competing against each other, but none of them are yet.
Nene and Neru are both on medic for balance, but they could easily be transferred to police if Doi wants to balance.
