Hey mate,Yes. to keep it simple, the shorter the dot time the more DPS output.
Single target yes. For mutiple targets you generally want to uprank to proc leaping flames (living flame strikes x additional targets) to proc essence burst, which will allow you to cast eruption faster, and without essence cost
